PRO3 Intensifies Checkpoint Operations to Support Safer Cities Program

CAMP OLIVAS, Pampanga — The Police Regional Office 3 (PRO3) continues to strengthen its checkpoint operations and police visibility campaign across Central Luzon as part of the intensified implementation of the Safer Cities Program of SILG Juanito Victor Remulla Jr.

Under the directive of Regional Director Police Brig. General Jess B. Mendez, PRO3 adopted a “90% deployed, 10% stay-behind” deployment scheme to maximize police presence in communities through checkpoints, patrol operations, and ordinance enforcement activities.

The intensified operations are aligned with the PNP Focused Agenda of PNP particularly on enhanced police operations, crime prevention, and public safety.

As part of the campaign, Chiefs of Police personally supervised scheduled checkpoint operations in various cities and municipalities across the region to ensure proper implementation of operational procedures and strengthen immediate police response capabilities.

Authorities said the operations aim to deter criminal activities, enforce local ordinances, and improve the sense of security among residents, commuters, and business establishments throughout Central Luzon.

From April 6 to May 7, 2026, police units across Region 3 recorded a total of 102,014 ordinance violators. Among the most common violations were traffic and city ordinance violations with 29,767 cases, drinking and smoking in public places with 28,937 cases, curfew violations involving minors with 21,092 cases, and roaming in public areas without valid purpose with 16,024 cases.

Records further showed that 31,705 violators were fined, generating a total of Php11.9 million in penalties, while 70,309 individuals were warned and released after proper documentation and orientation regarding existing ordinances.

Nueva Ecija Police Provincial Office recorded the highest number of violators with 24,963, followed by Bulacan PPO with 20,227 and Pampanga PPO with 17,081.

Police Brig. General Mendez emphasized that intensified checkpoint operations and sustained police visibility remain essential in maintaining peace and order in the region.

“Our intensified deployment strategy ensures that more police personnel are visible and accessible to the public. Through sustained checkpoint operations and patrol activities, we are able to deter criminal activities, enforce local ordinances, and respond more effectively to public safety concerns,” Mendez said.

He also reminded all personnel assigned to checkpoints and field operations to remain professional, strictly observe operational procedures, and uphold human rights at all times.

PRO3 assured the public that intensified checkpoint operations and police visibility efforts will continue as part of its ongoing commitment to crime prevention, public safety, and responsive police service across Central Luzon. (Jason de Asis)
