BATAAN — The Bases Conversion and Development Authority (BCDA) joined the Provincial Government of Bataan and a Vietnam-based firm in advancing electric vehicle (EV) infrastructure, following the signing of a memorandum of understanding aimed at installing additional EV charging stations across the province.
Governor Jose Enrique “Joet” Garcia III announced that V-Green Global Charging Station Development Corporation, an affiliate of VinFast, will roll out EV charging stations in all cities and municipalities of Bataan. The agreement was formalized with V-Green CEO Nguyen Thuy Linh.
Under the partnership, local government units will allocate spaces for the charging stations, while V-Green will oversee the development, installation, and operation of the required infrastructure and equipment.
The initiative aims to accelerate EV adoption in Bataan by making charging facilities more accessible, especially as fuel prices continue to rise. It also supports the province’s long-term plan to introduce electric buses for free public transportation.
BCDA, which witnessed the signing, emphasized its role in facilitating sustainable and future-ready developments, particularly within the Morong Technology Park, a 200-hectare estate being positioned as a hub for innovation and green industries.
As part of the collaboration, officials also visited the Bataan Technology Park to explore the potential establishment of an EV assembly plant.
The proposed project is expected to create jobs, attract investments, and strengthen Bataan’s position as a center for clean energy and advanced manufacturing.

Joining the activity were Bataan 3rd District Representative Maria Angela “Gila” Garcia, Morong Mayor Leila Linao-Munoz, Board Members Jomar Gaza and Jorge Estanislao, BCDA Executive Vice President Gisela Kalalo, and VinFast Philippines Deputy CEO Abner Berdos, along with representatives from the public and private sectors.
BCDA reiterated its commitment to supporting transformative initiatives that promote smarter mobility systems and sustainable economic growth, positioning Morong and the rest of Bataan at the forefront of the country’s transition to green transport.
