CAMP OLIVAS, Pampanga — The Police Regional Office 3 (PRO3) arrested 13 foreign nationals with standing warrants in various parts of Central Luzon from February 24 to September 28, 2026, as part of its continuing campaign against wanted persons.

Based on PRO3 records, four of the arrests were made in Angeles City; two each in Bulacan, Zambales, and Olongapo City; and one each in Nueva Ecija, Pampanga, and Tarlac.

The foreign nationals were wanted for various offenses, including rape, frustrated homicide, qualified theft, violation of Republic Act 9262 or the Anti-Violence Against Women and Their Children Act, attempted kidnapping, violation of Batas Pambansa Blg. 22 or the Bouncing Checks Law, violation of Republic Act 11930 or the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act, physical injuries, and unjust vexation.

The period covered the tenure of Police Brig. Gen. Jess B. Mendez, who assumed as PRO3 regional director on February 24.

Mendez said the operations demonstrate the police force’s responsibility to implement valid warrants regardless of the nationality of the persons involved.

“Our laws apply equally to everyone. If there is a valid warrant, we will act on it and bring the person before the proper court,” Mendez said.

He also emphasized the role of the Unified 911 system in providing the public with a faster and more direct means of reporting emergencies and incidents requiring immediate police response.

“Timely information from the community helps us respond faster and act where we are needed most,” he added.

Mendez said sustained operations against wanted persons, coupled with timely information from the public, contribute to efforts to strengthen police responsiveness and community confidence in law enforcement.

The operations are aligned with the Philippine National Police (PNP) Focused Agenda, particularly Enhanced Managing Police Operations, which emphasizes responsive and coordinated police action and stronger community participation in maintaining peace and order.

PRO3 said its law enforcement operations also complement the broader implementation of the Unified 911 system, which seeks to facilitate faster coordination among police, fire, medical, rescue, and other emergency response agencies. (Jason de Asis)
