NAGUILIAN, La Union — The 7th Infantry “Kaugnay” Division (7ID), Philippine Army, strengthened its Total Force capability through a Constructive Assessment and Development Review Engagement (CADRE) conducted at the 103rd Ready Reserve Infantry Battalion (RRIBn) in Naguilian, La Union, on Aug. 22.

The assessment, led by the Office of the Assistant Division Commander for Reserve Force Development (ADCRFD), reviewed the unit’s implementation of Reserve Component programs from the first quarter of 2025 to the second quarter of 2026.

Among the areas assessed were recruitment, training, mobilization, personnel management, community engagement, and resource utilization.

The assessment team also validated personnel and biometric records, reviewed financial accountability and reservist entitlements, and examined the unit’s compliance with policies, audit requirements, grievance mechanisms, cybersecurity, and data privacy standards.

Col. George M. Bergonia, Assistant Division Commander for Reserve Force Development of 7ID, underscored the vital role of reservists in the Armed Forces of the Philippines’ Total Force structure.

“Our Reserve Units are an integral part of the Total Force. We remain committed to keeping our reservists trained, prepared, and ready to augment the Regular Force whenever the nation calls,” Bergonia said.

The engagement produced evidence-based recommendations aimed at addressing capability gaps and further enhancing the unit’s readiness and mobilization capacity during disasters, national emergencies, and other contingencies.

Through the CADRE, the 7ID continues to strengthen coordination with Community Defense Groups, Community Defense Centers, and Ready Reserve Units in building a trained, disciplined, and responsive Reserve Component capable of supporting the Regular Force in serving and protecting the Filipino people.
