OLONGAPO CITY, Philippines — Olongapo City was placed under a state of calamity Tuesday after successive weather disturbances and the enhanced southwest monsoon, or Habagat, caused widespread flooding, landslides and damage to property and infrastructure.

The Sangguniang Panlungsod approved Resolution No. 196, Series of 2026, declaring the city under a state of calamity during its regular session Sept. 1.

The resolution cited disruptions to transportation and public services, displacement of residents and significant interruptions to normal social and economic activities.

City Mayor Rolen Paulino Jr. endorsed the resolution after the Olongapo City Disaster Risk Reduction and Management Council recommended the declaration through Resolution No. 2026-04 during an emergency meeting Aug. 31.

OCDRRMC records showed the city received 2,900.5 millimeters of rainfall in August, or about 3.47 times the normal monthly rainfall of 835.7 mm.

About 569.5 mm of rain fell from Aug. 28 to 29 alone, equivalent to 68% of the normal August rainfall, according to the council.

Paulino said the declaration would allow the city to immediately mobilize available resources for response, relief, recovery and rehabilitation efforts for affected residents, communities, properties and infrastructure.

The city government said it would continue coordinating with the City Council, disaster response agencies, national government offices and barangays to ensure the safety and recovery of affected residents.
