CAMP OLIVAS, Pampanga — Police Regional Office 3 (PRO3), in partnership with the Technical Education and Skills Development Authority (TESDA), conducted a two-day Basic Off-Grid, Sizing, Design and Installation Training for logistics non-commissioned police officers (PNCOs) and maintenance personnel on June 5-6, 2026, at the PRO3 Grandstand in Camp Olivas.
The training, organized through the Regional Headquarters Support Unit (RHSU), aimed to strengthen the technical competencies of police personnel in the installation, maintenance, troubleshooting, and commissioning of solar energy systems.
TESDA Specialist II Noel I. De Guzman highlighted the importance of equipping law enforcement personnel with technical skills that can enhance operational efficiency while supporting sustainable development and community resilience.
Serving as resource speakers were solar energy practitioners Ian M. Nicdao and Jonathan R. Señora, who conducted lectures and hands-on demonstrations on the fundamentals of solar system design, installation, and commissioning.
PRO3 Regional Director Police Brig. Gen. Jess B. Mendez emphasized the significance of continuous learning and capability enhancement among police personnel, noting that practical technical skills contribute to organizational efficiency and innovation in public service.
“This training is a valuable investment in the development of our personnel. Through this partnership with TESDA, we are empowering our personnel to become more resourceful, self-reliant, and responsive to the needs of the times,” Mendez said.
The initiative forms part of PRO3’s continuing efforts to strengthen professionalism, innovation, and organizational effectiveness in line with the Philippine National Police’s Focused Agenda.
The training also supports the growing adoption of renewable energy solutions within government institutions while providing police personnel with additional technical expertise that may be applied in both operational and community-based initiatives.
