PRO3 Reaffirms Zero Tolerance for Hazing in Training Facilities

CAMP OLIVAS, Pampanga — The Police Regional Office 3 (PRO3) has reiterated its firm stance against hazing, emphasizing that no such incidents have been recorded within its Regional Training Center 3 (RTC3) or any of its units across Central Luzon.

The statement comes in the wake of recent reports of alleged hazing incidents at the Philippine National Police Academy, prompting public concern over training practices within law enforcement institutions.

PRO3 leadership assured that RTC3 remains a safe and professional training environment, where discipline is instilled through lawful, humane, and values-based instruction. Officials said all training programs are conducted under strict standards that prioritize respect for human rights and the proper development of police personnel.

Police Brig. General Jess B. Mendez, Regional Director of PRO3, stressed the organization’s unwavering policy against hazing.

“This Office stands firmly against hazing in any form. We enforce a zero-tolerance policy and will act swiftly against any violation of the law,” Mendez said.

He added that all training activities under PRO3 are closely supervised and compliant with Republic Act No. 11053, which strictly prohibits hazing and imposes penalties on those involved. In response to public concerns, PRO3 assured stakeholders that multiple safeguards are in place at RTC3. These include continuous oversight by training supervisors, established reporting mechanisms, and clear accountability systems for both instructors and trainees.

Mendez emphasized that the manner in which police personnel are trained directly reflects the quality of service they provide to the public.

“Our goal is to develop police officers through discipline, mentorship, and lawful training—not fear or harm,” he said.

The regional office also called on all police units and training institutions to remain vigilant in preventing any form of abuse, while fostering a culture rooted in professionalism, dignity, and respect.

Aligned with the PNP leadership, PRO3 reaffirmed its commitment to upholding the highest standards of training and accountability, ensuring that every police officer it produces embodies integrity, competence, and a genuine dedication to public service. (Jason de Asis)
