EMB-R3 and Masinloc Power Co Forged Partnership for Real-Time Air Quality Monitoring

PAMPANGA– The Environmental Management Bureau Region III and Masinloc Power Co., Ltd. formalized their partnership through the signing of a Memorandum of Agreement (MOA) for the Adopt-A-Continuous- Ambient-Air-Quality-Monitoring-Station (CAAQMS) Program at the EMB-R3 Office Building, Diosdado Macapagal Government Center, Brgy. Maimpis, City of San Fernando, Pampanga.

The event began with an opening message from Regional Director Martin Jose V. Despi, who highlighted the importance of public-private collaboration in strengthening air quality monitoring systems.

Program Focal Person Engr. Joanne D. David then presented the provisions of the MOA, outlining the roles and responsibilities of both parties, while Engr. Divino Vergara of Masinloc Power Co. discussed the status of the existing CAAQMS in Zambales.

A thorough discussion of the implementation timeline and operational concerns enabled both the Bureau and Masinloc Power Co. to align their commitments and address key operational matters.

The highlight of the activity was the formal signing of the MOA, which signified the establishment of a CAAQMS connected to the Bureau’s Data Acquisition and Handling System (DAHS) for real-time monitoring.

The activity concluded with a closing message delivered by Engr. Nesty P. Mendiola, OIC-Chief of the Environmental Monitoring and Enforcement Division, who emphasized the importance of sustained collaboration and effective program implementation.

Moving forward, both parties committed to ensuring the timely implementation of activities, conducting regular coordination meetings, and monitoring the installation and integration of the CAAQMS into the DAHS.
