PNP Acting Chief Emphasizes People-Centered Leadership and Institutional Strength During PRO3 Visit

CAMP OLIVAS, Pampanga — Philippine National Police (PNP) Acting Chief Police Lt. General Jose Melencio C. Nartatez Jr. underscored the importance of people-centered leadership, institutional discipline, and long-term organizational strength during his command visit to the Police Regional Office 3 (PRO3) on January 12.

More than a routine inspection, the visit highlighted the national leadership’s intent to directly engage field units, assess their operational environment, and reinforce the values that sustain effective policing at the regional level. Lt. General Nartatez Jr.’s presence sent a clear message that leadership visibility and direct communication remain essential to maintaining morale, accountability, and cohesion within the ranks.

Hosted by PRO3 Regional Director Police Brig. General Ponce Rogelio I. Peñones Jr., the visit provided an opportunity for senior officers and personnel to present not only operational accomplishments but also institutional challenges, particularly in resource management, personnel welfare, and administrative efficiency.

A key highlight of the visit was the blessing of the newly constructed PRO3 Multipurpose Hall and Finance Building. The Acting Chief emphasized that investments in modern infrastructure are integral to strengthening governance systems, improving service delivery, and ensuring transparent and efficient financial management within the police organization.

Lt. General Nartatez Jr. also personally addressed PRO3 personnel during a “Talk to Men,” where he reiterated that integrity, discipline, and professionalism are not optional standards but core obligations of every police officer. His message focused on ethical leadership and the responsibility of each individual officer to uphold public trust amid evolving security and social challenges.

The visit concluded with a Command Conference that allowed regional leaders to align their strategic priorities with the PNP’s national direction, ensuring consistency in policy implementation and operational focus across Central Luzon.
