PRO3 Launches Program to Empower Security Guards as Force Multipliers

PAMPANGA — Police Regional Office 3 (PRO3) has rolled out a new program aimed at strengthening coordination with private security guards to bolster community safety and enhance quick response capabilities across Central Luzon.

The initiative, dubbed “Strengthening Security Guards Force Multipliers: A PRO3 Collaborative Action to PNP’s Quick Response Strategies,” was launched on Friday, September 5, 2025, at Benigno Hall, Capitol Compound, City of San Fernando, Pampanga.

Spearheaded by Police Colonel Ferdinand D. Germino, Chief of the Regional Community Affairs and Development Division (RCADD), the activity was held under the leadership of PRO3 Regional Director Police Brigadier General Ponce Rogelio I. Peñones Jr., with the support of Pampanga Police Provincial Office Director Police Colonel Eugene M. Marcelo. A total of 154 participants from 65 security agencies in Pampanga took part in the program, underscoring the critical role of private security in public safety.

The program is anchored on the 7 Focus Agenda of Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr., which emphasizes enhanced police operations, intelligence-driven strategies, and effective partnerships with stakeholders.

“Our commitment to peace and order requires the active participation of every sector. By empowering our security guards as partners and force multipliers, we enhance our capacity for quick response and strengthen our collective shield against crime,” Police Brig. General Peñones said in his message.

The regional director stressed that integrating security guards into law enforcement strategies is vital to ensuring faster coordination during emergencies, reinforcing crime prevention measures, and fostering stronger ties between the PNP and private security providers.

The launch of the program marks PRO3’s proactive approach in expanding its law enforcement framework, ensuring that both police officers and civilian security frontliners are equipped, united, and prepared to safeguard the people of Central Luzon. (Jason de Asis)
