SUBIC BAY FREEPORT — Police Regional Office 3 (PRO3) joined the Philippine National Police (PNP) leadership in launching the 30-Day Focused Reformation and Moral Enhancement for Police Officers in Line with Internal Cleansing Effort (FORM POLICE) on Wednesday, August 27, 2025, at the PNPTS SVL Satellite School in Subic Bay Freeport Zone in Zambales.
The ceremony was led by Police Lt. General Bernard M. Banac, Deputy Chief PNP for Administration, who served as Guest of Honor and Speaker. He emphasized that the initiative reflects the PNP’s continuing internal cleansing program, guided by Acting Chief PNP Police Lt. General Jose Melencio C. Nartatez Jr., who has underscored discipline, integrity, and values reformation as cornerstones of organizational reform.
The FORM POLICE program is a month-long structured intervention focusing on moral recovery, values reorientation, professional discipline, and accountability among police officers. It aims to reinforce the PNP’s core values of MakaDiyos, Makatao, Makabansa, at Makakalikasan while ensuring that personnel embody the highest standards of conduct.

PRO3 Regional Director Police Brig. General Ponce Rogelio I. Peñones Jr. expressed full support for the initiative, stating:
“The FORM POLICE program is a manifestation of our earnest effort to reform and strengthen the moral foundation of our personnel. In line with the program of our Acting Chief PNP, Police Lt. General Jose Melencio C. Nartatez Jr., PRO3 commits to ensuring that our men and women in uniform embody the highest standards of discipline and professionalism. This is not only an organizational mandate but also our moral obligation to regain and sustain the trust of the people.”
The training will include lectures on ethics and accountability, spiritual renewal, community engagement, and character-building activities designed to redirect participants toward responsible, values-driven policing. (Jason de Asis)
