State Partnership Program Training Culminates in Maria Aurora

AURORA — A week-long training initiative under the State Partnership Program (SPP) concluded on a high note in Maria Aurora, Aurora, with a formal closing ceremony that underscored unity, professionalism, and shared commitment to national resilience.

Held at the Municipal Covered Court, the event marked the culmination of Subject Matter Expert Exchanges (SMEEs) between the Armed Forces of the Philippines (AFP) and the Guam National Guard, drawing participation from 138 reservists across the Philippine Army, Navy, and Air Force.

The highlight of the ceremony was the presence of Hon. Rhiza R. Silvestre, Vice Mayor of Maria Aurora and a proud member of the Aurora Ready Reserve. As Guest of Honor and Speaker, Silvestre delivered an impassioned address, stressing the importance of the reservist corps in nation-building and disaster response. Drawing from her dual role in governance and military service, she underscored the growing synergy between civilian leadership and defense preparedness.

Vice Mayor Silvestre was introduced by fellow reservist and town Tourism Officer, Corporal Noel D. Dulay (Res), who praised her steadfast dedication to both public service and the armed forces.

Opening the program was Colonel Rozelle B. Salvosa, Chief of the Reservist Training Division and SPP Coordinator, who welcomed the participants and lauded the collaborative spirit throughout the SMEEs. The training, which focused on Leadership Development (Maneuver Operations) and Emergency Medical Response, aimed to boost the capability and readiness of the country’s reserve force.

Lieutenant Colonel Joey San Nicolas, Officer-in-Charge of the Guam National Guard delegation, commended the mutual learning and cultural exchange fostered during the program. He expressed gratitude for the warm camaraderie shared with their Filipino counterparts, noting how the experience strengthened bilateral defense ties.

In a key moment, Lieutenant Colonel Ron Michael M. Soriao, Director of the 307th Community Defense Center, presented the graduating class and formally recommended the successful conclusion of the training, which was met with resounding applause.

The closing ceremony capped off a week of intense learning and exchange, reinforcing the bond between the Philippines and Guam under the State Partnership Program. As the reservists marched forward with upgraded skills and deeper connections, the event stood as a testament to the enduring value of international cooperation in fostering peace, resilience, and shared security.
