MANILA–Pinangunahan ni Presidente Ferdinand “Bongbong” R. Marcos, Jr. ang opisyal na pagbubukas ng 2025 Open Government Partnership (OGP) Asia and the Pacific Regional Meeting (APRM), na dinadaluhan ng higit 800 participants, kasama ang mga government leaders, civil society advocates, at policy experts mula sa mahigit 40 na bansa.

“Our people can only truly participate in governance if they have access to information. This access is made possible by government transparency, digitalization, and the institutionalization of the Freedom of Information (FOI) through legislation, which is a constitutionally recognized principle,” pahayag ng Pangulo sa kanyang opening statement sa opening plenary ng okasyon.

Binigyang-diin niya na ang FOI ay isa sa maraming paraan ng pagsasakatuparan ng Pilipinas sa mga commitments nito sa OGP.

Ang OGP ay isang international movement na pinagbubuklod ang mga gobyerno at civil society upang itaguyod ang transparency, accountability, at citizen engagement. Sa pamamagitan ng pagpapatibay ng kolaborasyon, itinutulak nito ang mga makabuluhang reporma na nagpapahusay sa mga serbisyong pampubliko, lumalaban sa katiwalian, at nagbibigay ng kapangyarihan sa mga komunidad, lahat ng ito ay upang bumuo ng isang gobyernong tumutugon sa taumbayan.

“We are pleased to have DBM Secretary Mina Pangandaman as the Philippine OGP Chairperson. She has been instrumental in pushing our Open Government Agenda further,” dagdag ni President Marcos Jr.

Pinangungunahan ng Philippine Open Government Partnership (PH-OGP), sa pamumuno ni Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman, kasama ang mga civil society organizations, layon ng OGP APRM 2025 na maghatid ng makabuluhang pagbabago sa pamamagitan ng pagbabahagi ng mga best practices at innovations sa open governance sa buong Asia-Pacific.

Binigyang-diin ni Pangandaman ang New Government Procurement Act bilang isa sa mga pinakamalaking batas kontra-korapsyon sa Pilipinas at mahalagang reporma tungo sa pagkamit ng bukas na pamahalaan.

“We have also enacted a New Government Procurement Act which has been hailed as the biggest anti-corruption measure in the country’s recent history, as it introduces open contracting, disclosure of beneficial ownership information, and public participation at all levels of the procurement process, in sync with open government values,” paliwanag ng Budget Secretary.

Tampok sa opening plenary ang masiglang talakayan na nakatuon sa pagpapalaganap ng transparency, civil engagement, at accountability sa buong rehiyon.

“Our tremendous gratitude to the government of the Philippines for this amazing welcome, and for hosting this gathering. It’s an honor to stand here in Manila as we begin the 2025 OGP Asia and the Pacific Regional Meeting,” pahayag ni OGP incoming Chief Executive Officer Aidan Eyakuze.

“To keep advancing its reforms, the Philippines should also tackle remaining challenges, such as the pending Freedom of Information Law that was part of their first action plan, dealing with systematic corruption, increasing digital access, improving data governance gaps, and safeguarding civic space,” dagdag pa ng OGP CEO.

Tampok sa three-day event ang serye ng inspiring session na idinisenyo upang magbahagi ng best practices at tumuklas ng innovative solutions. Kasama sa agenda ang higit 40 sessions at mga side event na inorganisa ng iba’t ibang institusyon, kabilang ang University of the Philippines.

Idinetalye din ni CEO Ayakuze ang ilan sa mga standout commitments ng Asia-Pacific OGP members, kagaya ng ligtas at responsableng paggamit ng automated decision-making (ADM) sa Australia, pagpapahusay ng data management at compliance sa extractive forestry at plantation sectors sa Indonesia, algorithm charter ng New Zealand, at iba pa.

Isa pa sa mga highlight sa opening ceremony ang makabuluhang panel na pinangunahan ni Stephanie Muchai, ang OGP Steering Committee Representative mula sa Kenya. Ibinahagi ng mga panelist ang kanilang mga pananaw ukol sa mga oportunidad at umiiral na isyu.

Bilang bahagi ng programa, ang mga miyembro ng OGP tulad ng Armenia, Mongolia, Pilipinas at South Korea, kasama ang mga lokal na pamahalaan tulad ng Larena at Baguio sa Pilipinas, ay kinilala rin sa opening plenary dahil sa kanilang mga kontribusyon sa Open Gov Challenge, isang pandaigdigang kampanya na naglalayong itaas ang ambisyon ng mga reporma sa bukas na pamamahala.

“We have a lot to aspire for in terms of the Open Government Challenge. In the Philippines, we are proud to share that based on the latest Open Budget Survey, the Philippines ranked No. 1 in Asia in fiscal Transparency,” sinabi ni Pangandaman.

Ang mga pinakamahusay na reporma ay pararangalan sa pamamagitan ng Open Government Awards sa darating na OGP Global Summit sa Spain, kung saan ang mga pinaka-makabuluhan at transformative commitments ay makatatanggap ng pandaigdigang pagkilala.

“There could have been no better time for the Philippines to host this regional meeting. The Philippines is set to hold its mid-term elections this May. Meanwhile, our House of Representatives and Senate recently agreed to reschedule the first ever parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao,” pahayag ni OGP Co-Chairperson Aurora Reyes Chavez ukol sa pagdaos ng meeting.

“Since its founding in 2011, our partnership has provided governments, civil society, and the private sector, a platform to co-create reforms that have strengthened political institutions, improved basic service delivery, and widened citizen participation in governance among and beyond its members,” dagdag pa niya.
