BALER, Aurora-The Police Regional Office 3 (PRO3) said that this province is the safest and most peaceful province here in the entire Central Luzon (CL).
The statement was made by Police Brig. Gen. Jose S. Hidalgo, Jr. during the turn-over ceremony held on Friday, June 21, 2024 at Aurora Police Provincial Office (APPO) Covered Court, Camp Victor Ravina, Barangay Sabang in this capital town of Aurora.
Hidalgo expressed his sincerest thanks for a job well-done of Pascual, explaining that his excellence leadership and best performance maintains the heights of the province as the safest and peaceful province in CL.
He also congratulates the newly acting PD of APPO, Police Colonel Roginald A. Francisco, a distinguished member of PNPA Class 2000 who served as Chief, Regional Plans and Strategy Management Division 3 of PRO3 before his newly-assumed role starting today.

“There’s no honeymoon period to Francisco, do your best to further enhance the APPO, the task is not difficult but a challenging one. I am confident that you will maintain Aurora province as the peaceful and safest province here in Central Luzon,” Hidalgo said.
On the other hand, Pascual said that he was deeply honored to serve the province of Aurora working with the dedicated men and women of the PNP and the wonderful citizens of Aurora has been the heart and soul of his journey as provincial director.
He also thanks the governing officials of Aurora.
“I am very thankful for your assistance. It has been an honor to serve this community side by side. As I move on to the regional office, I leave with a heart full of gratitude and hope,” Pascual said.
He also expressed his gratitude for the unwavering trust and support of Hidalgo.
“I am deeply honored and thankful for the opportunity in the regional office to work with General Hidalgo once again,” Pascual said who is the newly-designated Chief, Regional Operations Division 3.
In his message to Francisco, Pascual said that he entrusted these wonderful men and women of the PNP and calls to everyone to support the new PD wholeheartedly.
Meanwhile, Francisco expressed his gratitude for the trust given along with his call to continue the dedication and commitment for a safer Aurora.
Deputy Provincial Director for Administration Police Lt. Col. Abraham B. Hambon said that the APPO is excited to embark on this new journey with Francisco.
“We are confident that our Newly acting PD will lead with the same passion, dedication, and vision that have characterized his distinguished career. Let us embrace the future under the capable leadership of our PD working together to ensure a safer and more secure Aurora province,” Hambon said.
The event was graced by Lt. Col. Aries A. Quinto, acting commanding officer of 91st Infantry “Sinagtala” Battalion, Philippine Army, and representatives from Provincial Government of Aurora led by Provincial Administrator Jude Carmelo Fulgar as representative of Governor Reynante A. Tolentino, DILG Aurora, Aurora Coast Guard and Aurora Maritime Unit.
It was also attended by the Provincial Command Group, Force Commanders, Chiefs of Police, Municipal Executive Senior Police Officers (MESPO), Aurora Provincial Explosives and Canine Unit and members of APPO. (Jason de Asis)
