ZAMBALES – The annual unilateral training activity of the Philippine Fleet (PF) dubbed as Exercise Pagbubuklod 13-2023 formally began on Monday, October 23 in an opening ceremony graced by PF Commander, Rear Adm. Renato David aboard BRP DAVAO DEL SUR (LD601) at Naval Operating Base Subic, Zambales.
Fleet Training and Doctrines Center (FTDC) Superintendent, Capt. Lorenzo Bolor Jr., the Officer Conducting Expertise (OCE) together with Assistant Superintendent, Commander Romeo Mosuela, the Exercise Director, along with other Forces, Wing, Group and Center Commanders, Fleet staffs and other participants convened this annual unilateral exercise intended to sharpen the proficiency and the interoperability of the different Fleet units, including the reservists, in conducting a wide- array of naval operations.
RAdm David lauded in his remarks that “It is part of our mandate to continuously train fleet forces to assure our force employer -the naval forces and unified command- that we are providing them highly competent sailors and aviators for mission success”.

“We must train as we are organized and fight as we are trained,” he added.
Series of lectures and exercises had been carried out on October 18 to 20 in the areas of Sangley Point, Cavite City which aims to validate the existing organizational structure, concepts of operations, and published doctrines in addressing the current and future scenarios in the operational areas.
These exercise includes tactical fleet operations in line with C4ISR interdiction; surface, air, subsurface maneuver; integrated fleet support system; and Subject Matter Expert Exchanges (SMEE) about High Value Unit (HVU) protection, Anti-Submarine Warfare (ASW), ASW helicopter, swarm tactics, submarine warfare, air defense, Surface Warfare Exercise (SURFEX), electronic warfare, and mine warfare operations.
