CAMP OLIVAS, Pampanga —A smooth leadership transition took place at the Bulacan Police Provincial Office (PPO) on Monday as Police Colonel Jay B. Baybayan formally assumed his role as officer-in-charge, succeeding Police Colonel Angel L. Garcillano during a turnover ceremony held at Camp Alejo Santos.
The ceremony was presided over by Police Brigadier General Jess B. Mendez, regional director of Police Regional Office 3, who emphasized that the transition highlights the organization’s commitment to continuity, stability, and operational effectiveness.
Garcillano, a member of the Philippine National Police Academy Class “Kabalikat” 1998, has been reassigned as deputy regional director for operations of PRO3. His successor, Baybayan, belongs to Class “Magilas” 2000 of the same academy.
Prior to his appointment, Baybayan served as chief of the Regional Intelligence Division of PRO3, where he played a key role in intelligence-driven operations across Central Luzon. His experience is expected to further strengthen law enforcement strategies in Bulacan, particularly in intelligence gathering and crime prevention initiatives.
In his remarks, Mendez expressed confidence in Baybayan’s leadership, noting that ongoing programs in the province would continue without disruption. These include efforts to boost police visibility, enhance coordination with local government units, and deepen community partnerships.
“The leadership transition ensures that our initiatives remain on track and responsive to the needs of the public,” Mendez said.
The turnover underscores PRO3’s broader mission of maintaining peace and order through accountable and community-oriented policing, especially in key provinces like Bulacan.
The change in leadership is seen as part of the Philippine National Police’s continuing efforts to sustain momentum in public safety operations while adapting to evolving security challenges in the region. (Jason de Asis)
