CASIGURAN, Aurora — The Aurora Pacific Economic Zone and Freeport Authority (APECO) has opened the competitive bidding process for the construction of its Ready-for-Fit-Out (RFFO) Building Phase 1, a Php38.6-million infrastructure project aimed at enhancing the ecozone’s capacity to accommodate new investors and locator enterprises.
With an Approved Budget for the Contract (ABC) of Php38,623,377.19, the project involves the development of a commercial facility within the APECO Corporate Campus in Sitio Motyong, Barangay Esteves, Casiguran. The building is designed to provide structurally completed office units that are ready for interior customization, allowing businesses to immediately commence fit-out and operational setup.
APECO officials said the RFFO concept is intended to shorten investment lead times and improve the ease of doing business within the ecozone.

“The construction of our ready-for-fit-out office units reflects APECO’s commitment to creating a business environment where investors can immediately establish and grow their operations,” said Gene Angel P. Ferrer, Business Development and Marketing Manager and Chair of the Bids and Awards Committee (BAC).
He added that the project is expected to strengthen APECO’s competitiveness in attracting enterprises, generating employment opportunities, and stimulating sustained economic activity in Aurora and nearby provinces.
The project is targeted for completion within 300 calendar days from the issuance of the Notice to Proceed.
Bidding Timeline and Process
Interested contractors may obtain the complete set of bidding documents from February 13 to March 10, 2026, upon payment of a non-refundable fee of Php25,000. The documents are also available for download through the Philippine Government Electronic Procurement System (PhilGEPS) and the APECO website, subject to payment prior to bid submission.
A pre-bid conference is scheduled on February 26, 2026, at 1:00 p.m., to be conducted in hybrid format at the APECO Main Office in Casiguran, its Satellite Office in Aseana City, Parañaque, and via Zoom video conferencing.
Submission of bids will close at 12:30 p.m. on March 10, 2026, with bid opening set at 1:00 p.m. on the same day at the APECO Main Office and online.
Additional Infrastructure Projects
Apart from the RFFO Building Phase 1, APECO is also inviting bids for the construction of Sewage Treatment Plant Phase 2 valued at Php40.42 million, as well as the supply, delivery, and installation of two 62kVA generator sets worth Php8 million. The bidding deadline for these projects is likewise set on March 10.
The series of infrastructure undertakings forms part of APECO’s broader development program aimed at strengthening utilities, improving operational readiness, and positioning the ecozone as a viable hub for industrial and commercial investments in Northern Luzon.
