The Department of Health (DOH) reaffirmed its commitment to Universal Health Care as it inaugurated a newly constructed ward at Conner District Hospital (CDH) and led a public consultation on the hospital’s proposed Implementing Rules and Regulations (IRR).
The activity was led by Undersecretary Glenn Mathew G. Baggao and Undersecretary Randy B. Escolango, in partnership with local officials and stakeholders.

The new ward, part of CDH’s Ward Expansion Phase I, enhances the hospital’s capacity to deliver safer, more accessible, and people-centered healthcare services—particularly for communities in geographically isolated and disadvantaged areas.
During the activity, Undersecretary Escolango underscored the importance of sound governance, prudent financial management, and integrated systems in sustaining health facility development. He emphasized that responsible planning and strong collaboration between national and local governments are crucial to delivering efficient, sustainable, and high-quality public health services.

Meanwhile, the IRR public consultation gathered key stakeholders to review and provide input on the hospital’s regulatory framework, reinforcing transparency, accountability, and participatory governance in line with national health goals.
Representative Eleanor Bulut-Begtang expressed support for the continued expansion of services, including dental, mental health, and geriatric care, and reaffirmed her commitment to advancing healthcare access in Apayao.
The initiative marks another milestone in the DOH’s nationwide efforts to modernize health facilities and bring quality, equitable healthcare closer to every Filipino.
