APPO Marks 100 Days of Leadership of PCOL Robert L. Petate with Coffee Table Book Launch, Infrastructure Gains, and Community-Centered Initiatives

AURORA — The Aurora Police Provincial Office (APPO) formally marked the first 100 days of leadership of Provincial Director Police Colonel Robert L. Petate with the launching of the “100 Days of Leadership” coffee table book and a thanksgiving gathering on Thursday, December 18, 2025, at the covered court of Camp Ravina, Barangay Sabang, Baler, Aurora.

The milestone event brought together APPO personnel, media representatives, local government officials, partner agencies, stakeholders, and Life Coaches and pastors, underscoring the collective efforts of the police force and the broader community in advancing public safety, internal reforms, and strong community partnership across the province.

In his message, Police Colonel Petate described the coffee table book as more than a compilation of activities, emphasizing that it reflects the dedication, unity, and sacrifices of APPO personnel during a crucial period of leadership. He stressed that leadership is anchored on responsibility, integrity, and service, and that the gains achieved during his first 100 days were the result of teamwork and shared commitment.

He expressed deep appreciation to police officers and support staff who worked beyond regular hours and made personal sacrifices to ensure the effective delivery of police services. He likewise acknowledged the indispensable role of partner agencies from government, non-government organizations, the private sector, and the community in translating plans and directives into concrete actions on the ground.

While recognizing the importance of the milestone, Police Colonel Petate emphasized that it also serves as a reminder of the continuing challenges ahead. He noted that the coffee table book is intended to inspire sustained commitment toward building a safer, more just, and people-centered Aurora, rather than merely commemorating past achievements.

A key highlight of the gathering was the thanksgiving segment dedicated to Life Coaches and pastors, whom Police Colonel Petate recognized as vital partners in peacebuilding and moral guidance. He cited their contributions in promoting values, fostering unity, and supporting law enforcement efforts through counseling, mediation, and spiritual guidance—efforts that help address social issues and strengthen community resilience.

In an interview, Police Colonel Petate shared that from his first day as provincial director, his priority was to provide clear direction to the organization and to develop what he described as “serbisyong makatao,” or humane policing. He explained that a clear vision from leadership enables directives to be properly understood and implemented down to the lowest ranks of the organization.

He added that humane service is focused not only on the community but also on the welfare of police personnel. Through continuous engagement with stakeholders, he said, APPO was able to secure resources that strengthened the implementation of programs, resulting in a positive reception from both the public and partner institutions. Police Colonel Petate cited tangible improvements in facilities and logistics as outcomes of this collaborative approach. Among these are the development of the Sinag-Laya Park inside Camp Ravina, the increase in police bicycles from eight to 54 to support bicycle patrols in narrow streets inaccessible to patrol vehicles, and the availability of additional motorcycles and donated handheld radios now actively used in police operations. These initiatives, he said, were made possible through the support of stakeholders and the dedication of APPO personnel.

He acknowledged that one of the major challenges remains Aurora’s wide area of responsibility, which includes both land and coastal zones, coupled with limited resources. However, he noted that strong cooperation among police personnel, stakeholders, and the community has enabled APPO to address these constraints and sustain its projects and operational improvements.

Beyond operational reforms, Police Colonel Petate’s first 100 days also saw significant infrastructure and security advancements at Camp Captain Victor V. Ravina, the provincial headquarters of Aurora PPO. Under his leadership, several projects were initiated to modernize public safety operations and enhance community engagement. These include the establishment of a new Tactical Command Center powered by solar energy, rehabilitation of the camp stage for community and ceremonial functions, roof waterproofing, development of a grotto and building signages, installation of solar street lamps, and the ongoing construction of a Children’s Park to promote a child-friendly camp environment.

To further strengthen security, Police Colonel Petate oversaw the installation of CCTV systems at patrol bases along Aurora’s provincial boundaries, enabling real-time monitoring of critical areas. Through a Memorandum of Understanding (MOU) with the municipalities of San Luis and Dipaculao, their CCTV systems were also integrated and mirrored, enhancing inter-municipal coordination, crime prevention, and threat detection.

“These initiatives reflect our dedication to building a resilient and secure Aurora. By combining modern infrastructure with essential technology, we empower our officers to serve the people more effectively and foster a safer environment for all,” Police Colonel Petate said.

Another notable initiative under his leadership is the construction of the Sinag-Laya Children’s Park at Camp Ravina, launched through a spirit of bayanihan. Designed as a child-friendly space for the children of PNP and government personnel and nearby families, the park features play equipment such as seesaws, slides, and swings.

Police officers and staff have volunteered their time and labor to complete the project, reflecting APPO’s broader vision of public service rooted in collaboration and compassion. The name Sinag-Laya, meaning “Ray of Freedom,” symbolizes hope, creativity, and a nurturing environment for the province’s youth.

Police Colonel Petate also expressed gratitude to the media, religious sector, and local leaders, including Congressman Rommel Rico T. Angara, Governor Isidro P. Galban, Vice Governor Patrick Angara, municipal mayors, and other government agencies, for their continued cooperation and support.

Concluding his message, Police Colonel Petate called for unity and sustained collaboration among all sectors, citing Psalm 133:1 as a reminder of the strength that comes from working together in harmony. He reaffirmed APPO’s commitment to upholding public trust and ensuring the safety and security of the people of Aurora, anchored on people-centered policing, partnership, faith, and service to the community.
