Preparedness Demonstrated as PRO3 Participates in 4th Quarter Nationwide Earthquake Drill

PAMPANGA — The Police Regional Office 3 (PRO3) once again proved its commitment to public safety and disaster resilience as it actively participated in the 4th Quarter Nationwide Simultaneous Earthquake Drill (NSED) on November 6, 2025, held inside Camp Olivas.

The activity, led by the Regional Community Affairs and Development Division under the supervision of PCOL Ferdinand D. Germino, aimed to strengthen awareness, preparedness, and responsiveness among police personnel and civilian employees through a simulated earthquake scenario.

At the sound of the one-minute siren, PRO3 personnel promptly executed the “Duck, Cover, and Hold” procedure, taking refuge under desks and sturdy structures to protect themselves from possible debris. Wearing hard hats and carrying go-bags, participants carefully evacuated their offices in an orderly manner and proceeded to the designated evacuation area at the Parade Ground.

To make the drill more realistic, responders from the Regional Medical and Dental Unit (RMDU) conducted mock rescue and first-aid operations, demonstrating proper casualty assessment, emergency response, and evacuation procedures.

In his statement, Police Brig. General Ponce Rogelio I. Peñones Jr., Regional Director of PRO3, underscored the importance of preparedness as part of the Philippine National Police’s service discipline and operational efficiency.

“Preparedness is not a routine activity but a duty we owe to the people we serve,” Police Brig. General Peñones said. “Under the PNP Focused Agenda of Acting Chief PNP Police Lt. General Jose Melencio C. Nartatez Jr., particularly on Enhanced Managing Police Operations (EMPO), we continue to review, improve, and execute our risk management plans — identifying vulnerabilities, assessing hazards, and ensuring that everyone knows their role before, during, and after any calamity.”

More than 1,000 participants — including PNP uniformed personnel, non-uniformed employees, police applicants, and students — joined the activity, demonstrating coordination, discipline, and readiness in times of disaster.

The successful conduct of the 4th Quarter NSED highlights PRO3’s proactive approach to disaster risk reduction and management, reinforcing its mission to Protect the People, Pursue Peace and Order, and Promote Professionalism, while ensuring that preparedness remains a cornerstone of effective police service.
