PAMPANGA — The Police Regional Office 3 (PRO3) formally cemented its commitment to the health and welfare of its personnel by signing a Memorandum of Agreement (MOA) with the Jose B. Lingad Memorial General Hospital (JBLMGH), Central Luzon’s premier government hospital.
The ceremonial signing, held this morning, October 6, at Camp Captain Julian Olivas, was initiated by the Regional Medical and Dental Unit 3 under Police Colonel Jonard J De Guzman.
The MOA was signed by Police Colonel Rommel S Batangan, the Deputy Regional Director for Administration (DRDA), representing PRO3 Regional Director PBGEN Ponce Rogelio I. Peñones Jr., and Dr. Monseratt S. Chichioco, the Medical Center Chief of JBLMGH. Key officials from both institutions attended the event, which is set to establish a closer and more streamlined partnership.
Prioritizing Police Wellness
The agreement focuses on delivering accessible, quality, and timely health services, including medical consultations, emergency care, hospitalization, and specialized services, to all Philippine National Police (PNP) personnel and their dependents across Central Luzon.
In his message, read by Police Colonel Batangan, Police Brig. General Peñones Jr. underscored the importance of police officers’ well-being as the “backbone of public service and law enforcement.”
“Ensuring their health means strengthening our capacity to deliver swift and responsive service to the community. This partnership with JBLMGH reflects our commitment to both our people and the public we serve,” Police Brig. General Peñones Jr. stated.
Meanwhile, Dr. Chichioco expressed the hospital’s strong support, highlighting that the MOA will enable enhanced coordination for medical assistance, referrals, and vital health programs for PRO3 personnel.

The partnership serves as a symbolic gesture of unity between the police and the health sector—two critical frontliners dedicated to community safety and resilience.
The new agreement streamlines procedures, ensuring that police personnel can immediately access the hospital’s facilities when necessary.
