Statement of the Franciscan Province of San Pedro Bautista – Philippines on the Supreme Court’s Ruling Declaring the Impeachment of Vice President Sara Duterte as Unconstitutional

“TRUTH BETRAYED, PEACE DISTURBED”
A Franciscan Appeal for Justice and Integrity in the Midst of Political and Judicial Crisis

“Blessed are those who endure injustice and persecution for love of the Lord.”— St. Francis of Assisi, Admonitions VI

As brothers of St. Francis of Assisi, we raise our collective voice with deep sorrow and concern over the recent ruling of the Supreme Court that declared the impeachment complaint against Vice President Sara Duterte unconstitutional.

In this moment of national disappointment, we do not hear the reassuring voice of justice, but the anguished cry of a people longing for integrity and accountability in public service.

A Wound to the Nation

This decision, while legal in form, resonates as a spiritual wound to our people—especially the poor—whose lives are often most affected by political decisions made far from their realities.

It is difficult not to perceive in this moment the growing sense of disillusionment with institutions meant to uphold justice and truth. Once again, many feel that the mechanisms of accountability have failed to respond to the public’s legitimate concerns. Once again, the hope for transparent governance is met with legal barriers that appear insurmountable.

We recognize the complexity of the legal process. Yet leadership that seeks to embody public trust must also embrace moral responsibility. To serve the people is to welcome scrutiny, to be open to dialogue, and to be transparent in all actions.

We Cannot Remain Silent

As Franciscans, we remember how Francis stood before bishops and popes, speaking plainly of Gospel humility, poverty, and justice. He did not remain silent in the face of indifference or excess. Inspired by his witness, we too feel compelled to raise our voices—not in condemnation, but in loving insistence on integrity and truth.

To the Supreme Court: Your role is vital and sacred in our democracy. We pray that your decisions will always be guided not only by the letter of the law but by its spirit—upholding justice for all, especially the least.

To Vice President Sara Duterte: We appeal to you, with respect and sincerity, to respond to the concerns of the people with transparency and courage. Public office is a noble service that calls for accountability and openness, especially when the common good is at stake.

To our fellow Filipinos: Let not your spirits be dimmed. History has shown that even when truth is obscured, it is never extinguished. Our task is to remain vigilant, hopeful, and united in our pursuit of justice.

The Gospel Is Not Silent

We walk with Jesus, who suffered injustice, was condemned in silence, and yet rose in truth. His resurrection continues to inspire every teacher who stands firm, every child who hopes, and every citizen who believes that change is still possible.

Now is the time to awaken consciences.

Now is the time to challenge complacency and seek the peace that is founded on justice.

Now is the time to be faithful—not to power, but to the Gospel.

“Francis did not write laws from a throne—he kissed lepers, lived with the poor, and challenged the powerful by his very poverty.”
— A Brother of the Poor

Let us go forth as lesser brothers—not only in title, but in action. Let us choose to stand with the marginalized, to speak the truth in love, and to live in hope that transforms.

When the law is found wanting, the Gospel must speak more clearly.
